Romania: Hidroelectrica and Nucle-arelectrica will be obliged to deliver 65 % of production to regulated market26.Mar 2019.
According to draft decision of the National Regula-tory Authority for Energy (ANRE), electricity pro-ducers Hidroelectrica and Nuclearelectrica will be obliged to deliver 65 % of their production to the regulated market at prices which will allow them to make a profit of 5 %.
Obligations to sell fixed quantities of electricity based on the regulated contracts are set by ANRE in an ascending order based on following method-ology: the operators of nuclear and hydropower plants, the operators of cogeneration plants within the support scheme, the operators of thermal power plants and finally operators of cogeneration plants outside the support scheme.
Producers supplying energy to the population will be able to set prices that allow them to obtain a regulated profit of 5 % of the sum of the justified costs related to the production of electricity. Addi-tional costs recorded in the previous period may be recognized if differences were greater than 10 % and if the level of hydro production was 15 % lower than predicted.
According to ANRE, this regulation will provide predictability to both producers and suppliers of last resort in terms of purchased and sold quanti-ties and the related revenues and costs. At the same time, for household customers in the portfo-lio of the suppliers of last resort, it is ensured that the necessary quantities of electricity are pur-chased at a regulated price, as well as electricity price stability for households.
In late 2018, Romanian Government adopted an emergency ordinance, according to which, in the period between 1 March 2019 and 28 February 2022, the supply of electricity for households will be performed under conditions regulated by ANRE.
